Depending on which direction you are coming from the exits can be a bit tricky, so I personally find it helpful to look at this Google map of the area, before leaving. If you switch to map view on the Google map, you can see that the parking structure is the building on the south side of the complex, (just south of Iron Horse Dr, and north of the I-15 on ramp).

Primm Banana Republic: If you are planning to travel on I-15 between Las Vegas and the greater LA area, you will be passing right by the Fasion Outlets of Las Vegas, located at the address 32100 Las Vegas Blvd South, Primm, NV 89019. The Las Vegas Fashion Banana Republic Factory Store phone number is (702) 874-1295. As you can see on this Google map, the Fasion Outlets of Las Vegas are actually in Primm, NV, right next to the border with California on I-15. Since this is the main road to and from Las Vegas from Southern California, these outlets are a very convenient stop on the way to Vegas. You should not even need directions to the Las Vegas Fashion Outlets, because they are boardering I-15 on the southeast side of exit 1 on the Nevada side of the state line. If you are heading from Las Vegas to California you might not see the outlets before it is time to exit so be sure to get off on exit 1, and turn east, then you should see them clearly on the south side of the street.

There really is only one road on or off the island, and the outlets are on that road.
